CDPH now charges for Report of Change applications
Report of Change filings — management personnel changes, designee updates, service-area and location changes, ownership-adjacent updates — have always been mandatory; now they're also billed. Fees vary by change type, Los Angeles County filings carry a supplemental fee (built into initial/renewal rates where applicable), and CDPH caps any single change fee at the licensure renewal rate. Hospice licensing fees remain on a two-year billing cycle.
The compliance interaction is the part worth attention: the new CDPH hospice emergency regulations tighten reporting obligations — management changes reportable within days, ownership disclosure at low thresholds — at the same moment those reports acquired price tags. The wrong response is deferring filings to save fees; late or missed reports are enforcement findings under a regime explicitly built to punish them. The right response is budgeting: agencies in growth mode or with management turnover should carry a standing line item for change-application fees.
What to do now
- Add CDPH change fees to your annual compliance budget — a few hundred dollars a year for a stable agency, more if you're changing leadership or structure.
- File complete: incomplete payment or documentation can mean denial and paying again.
- Never let a fee delay a legally required report.
